AMC vs. On-Demand vs. Ad-Hoc: Choosing the Right Maintenance Model

Three different ways UAE buildings get maintained — and how to work out which one actually fits your facility.

Most UAE facility owners default to whichever maintenance arrangement they inherited, rather than the one that fits their building. The three common models — AMC, on-demand, and ad-hoc — solve different problems, and mixing them up usually means paying for cover you don't need or going without cover you do.

AMC: structured, scheduled, contract-based

An AMC (Annual Maintenance Contract) is the closest thing to insurance for your building's systems. It covers scheduled inspections, PPM (planned preventive maintenance) visits, breakdown support and regular maintenance reports over a fixed term. It suits facilities where downtime is expensive or disruptive — occupied offices, retail units, healthcare and hospitality — because problems get caught during a scheduled visit rather than as an emergency call-out.

On-Demand: pay for what breaks

On-demand covers one-off repairs — AC faults, electrical issues, plumbing leaks, civil and finishing repairs — without a standing contract. It suits smaller facilities, lower-risk spaces, or owners who'd rather not commit to a fixed annual cost. The trade-off is no scheduled inspection catching small issues before they become bigger ones.

Ad-Hoc Works: project-based, not routine

Ad-hoc works cover small modifications, painting, flooring or ceiling changes, MEP alterations, or emergency rectification — work that's project-based rather than routine maintenance. This is the right category for a one-off fit-out change or an unplanned repair that falls outside both AMC scope and simple on-demand callout.

Hard FM and Soft FM: the other axis

Separately from AMC/on-demand/ad-hoc, facility management also splits into Hard FM (HVAC, electrical, plumbing, civil, fire & life safety, BMS — the physical systems) and Soft FM (cleaning, housekeeping, waste, pest control, landscaping, security support — the everyday services). A building typically needs both, whether from one provider or several.

How to Decide

If downtime is costly and your building has manageable, predictable systems — an AMC usually pays for itself. If your facility is small, low-risk, or you want to avoid a fixed annual cost — on-demand may suit better. If you're planning a specific change or dealing with a one-off issue — that's ad-hoc territory, regardless of what other cover you have.
